Lodge 5-30 has a full-time staff of legal professionals, lead by General Counsel Paul Daragjati and Deputy General Counsel Simon Courtman, both of which are available to our members 24-hours a day, 7-days a week. In addition to our legal staff, the Lodge employs a full-time Business Agent, retired JSO Lieutenant Ken Palmer, who handles grievances, Internal Investigations and other employment matters. With direction and assistance of the President, the lodge is able to provide an exceptional and comprehensive legal plan and employment protection plan for its members.
Administrative Actions
Jacksonville Sheriff’s Office Departmental Investigations;
Grievances or complaints as defined by the Collective Bargaining Agreements and the Personnel Rules and Regulations; Civil Service Board hearings and grievance arbitrations; Jacksonville Sheriff’s Office Disciplinary Review Boards; and Certification Proceedings under the authority of the Criminal Justice Standards and Training Commission.
Criminal Matters
Questioning for actions performed during lawful and legal performance of duty; and For actions relating from lawful and official police duties.
Civil and/or Civil Rights Actions
Suits in State Court for a Civil/Civil Rights Action;
Suits in Federal Court for a Civil/Civil Rights Action; and Suits brought for the purpose of enforcing the Law Enforcement Officer’s Bill of Rights or enforcing other law enforcement rights

It's What We Do
The Jacksonville FOP represents law enforcement officers employed by the Jacksonville Sheriff's Office. The Lodge negotiates with the City of Jacksonville for wages, benefits and terms and conditions of employment for its bargaining units: Police Officers through Sergeants (Certified Sworn Bailiffs and Judicial Officers); Police Lieutenants and Captains; Corrections Rank and File and Corrections Supervisors.
