Phillip M. Vogelsang has been a practicing attorney since 2007. Out of law school, Phil worked aggressively as a prosecutor at the 4th Judicial Circuit State Attorney’s Office for 3 years, gaining significant litigation experience and handling over 35 jury trials. With a trial success rate of over 90% as a prosecutor, Phil was actively recruited into private practice by numerous law firms.
Phil has been General Counsel for the Fraternal Order of Police since 2010. In his role as General Counsel, he represents over 3000 FOP members in all employment related matters and regularly negotiates numerous Collective Bargaining Agreements amongst the various bargaining units within the FOP. He has responded to over 175 officer involved shootings and protected the rights of each officer involved.
Phil also maintains a private practice where he has successfully handled thousands of personal injury, employment, family and criminal matters, resulting in positive results for his clients. He has had over 100 trials as an attorney and has never lost a criminal defense, personal injury or wrongful death case.
Phil is originally from Cincinnati, Ohio and has lived in Jacksonville since coming to Florida for law school in 2003. He went to the University of the Cumberlands for undergraduate school, where he played golf and was a member of their national debate team. Phil was elected to the Jacksonville Beach City Council in 2012 and subsequently reelected in 2016 where he served until he was term limited in 2020. Phil has received the Outstanding Young Professional Award from the Jacksonville Jaycees and currently serves as a mentor with Take Stock in Children.
Phil has two beautiful daughters with his wife Rebecca, and they live in Jacksonville Beach, Florida.

Retired Lieutenant Ken Palmer served as a JSO officer from June 1965 to 1996. After 31 years, he joined the FOP staff as Business Agent. As such, Ken provides a full range of representation to members in their assigned areas. This includes grievance handling through the arbitration level; consults on contract negotiations; assisting, developing, training, and mentoring the elected leadership through the various processes. In addition, he also makes appearances before governmental boards and commissions on behalf of members, works with FOP attorneys and appointed JSO staff, coordinates all political sign efforts and works to ensure our members are well represented.

Chelsea is the FOP Office Manager. She manages all the office staff and carries out a range of administrative and IT related tasks. Chelsea is responsible for ensuring the FOP office and staff runs efficiently and provides the highest level of member relations to our organization.
